Horace was a son of Herbert H. Smith and Ellen Fielding, and husband of Grace P. Arthurs. Horace was first elected to the New Brunswick legislature in 1970. He was a Conservative and served as Minister Without Portfolio between 1970 and 1972 and as Minister of Municipal Affairs between 1972 and 1982.
